My puppy whines when I put her in her pen...? - shih tsu whining

I have a 2-month-old Shih Tzu named Sookie. I've had a week. I have a pen with a door that is 3'x5 'come for him when I sleep (sometimes I have to say where it looks like you could use a nap). There is a bed, food and water, and a some toys, where for them. I let him use the toilet often (every couple hours or so) to go.

Ok here's the problem ... If I do not complain to them and jump in all directions for 15 minutes or less. Over time, rest and sleep or play with a toy, but the 15 minutes are really annoying.

Will you use the pen without hastle to go, or I doing something wrong?
